Preparing for the new UK Safety and Security Declaration Requirements

Originally scheduled for 31st October 2024, the new date of implementation for the UK’s ENS for EU goods has been moved to 31st January 2025.

From 31st January 2025, carriers or hauliers will be legally responsible for submitting Safety and Security declarations when shipping goods from the EU to the UK. A party other than the carrier, such as the importer or an intermediary, can lodge the declaration on the carrier’s behalf, although the carrier remains responsible for ensuring the Safety and Security declaration is submitted.

The amount of safety and security data required on an Entry Summary Declaration will be reduced:

  • There will be 20 mandatory fields which must be completed for all declarations.
  • There will also be 8 conditional fields which only need to be completed in certain circumstances.
  • The remaining 9 fields will be optional to complete or leave blank.

  • A detailed presentation explaining the scope and application process of ENS filing and the usage of the new ENS system, either for those who wish to file directly or via an intermediary. The presentation has originally made to CLECAT and also contains further links to UK Government sites and additional information sources.

  • A slide detailing the 20 mandatory, 8 conditional, and 9 optional data elements that carriers and hauliers will be required to file in an ENS.
